Ethical Regulations of Samarkand Agricultural Institute

Section 1. General Regulations

1.1. These ethical Regulations (hereafter- the Regulations) of Samarkand Agricultural Institute (hereafter- Institute) are based on the Constitution and Laws of the Republic of Uzbekistan "On the National Program for Training", "On state youth policy", "On principles and guarantees of freedom of information" State program "Year of Youth", "Year of harmoniously developed generation", the relevant orders of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, the Statutes and Regulations of Procedure of the Institute generally accepted moral and ethical principles.

When the Regulations taken into account the main function of the Institute - the provision of education and training, as legislative documents of the Republic of Uzbekistan in education aimed at providing citizens with education, training, defining the legal framework and vocational training, to ensure the constitutional rights of everyone to gain knowledge, develop and implement effective forms and methods of spiritual and moral education of students and education.

1.2. The Regulations shall come into force upon approval by the Scientific Council of the Institute, amendments and additions to the Regulations will be carried out according to the decision of the Scientific Council of the Institute.

1.3. Regulations provide for rigorous compliance with the rules of conduct and responsibilities, ethical principles in relations administration, faculty, staff and students (team members) of the Institute.

1.4. Compliance with rules is mandatory for all members of the team of  the Institute.

1.5. Each team member received in the ranks of students and the work should be familiar with the Regulations and, putting his signature to accept the obligation to comply with them.

1.6. The Institute is interested in compliance with the instructions contained in the Regulations, in their relations with public, governmental and non-governmental organizations, educational and research institutions, business structures, the media and the parents of students.

Section 2. Goals and objectives

2.1. Purpose of the Regulations - the formation of a healthy spiritual and socio-psychological climate in the the Institute, preserving its image, assist in the preparation of highly qualified personnel that meet high spiritual and ethical requirements, further enhancing the prestige of the Institute in society and the education system.

2.2. The main tasks of the Regulations:

- Training of high spiritual and moral qualities, feeling their responsibility to society, the state and the family, correctly perceiving the internal and external public policy, patriots and humanists, initiators and entrepreneurs, armed with modern knowledge and of high human qualities, strong-willed, confident and awakened conscience.

- The creation, preservation and protection of the moral and spiritual immunity the Institute team members;

- Preventing any action designed to violate ethics among young people, including agitation to violence and cruelty, promote the protection of young people from alcoholism and drug addiction, different from other harmful threats and alien to us religious and extremist influences dangers of "mass culture."

Section 3. General regulations of conduct for members of the team

3.1. Solidarity, care, trust and respect for each other, friendliness - the most important terms of the relationship of team members of the Institute.

3.2. The basic principle of relationships in the Institute - the right of one person should not humiliate another person's rights, in particular freedom of speech team member does not give him the right to slander and defame someone, does not entitle you to use obscene words expressing demonstratively ignoring the generally accepted Regulations of behavior in relationships, freedom of belief does not entitle you to come to the the Institute in religious ceremonies, the freedom of wearing no right to have a negative impact on the educational process in educational abode, etc.

3.3. Team members forbidden to come in the Institute clothing, attracting the attention of others, bares some parts of the body, shoulders, chest, abdomen, as well as areas above the knee excessively tight clothing, religious dress, richly hung with metal chains, studs, necklaces, sportswear and footwear. Team members should come in neat the Institute, in appropriate clothing.

3.4. In order to respect the honor and dignity of a member of the collective spiritual heritage of our people is strictly prohibited disrespect each other team members, the use of obscene words. In the Institute should be made to face each other on the "You"

3.5. The Institute’s team members at various events (meetings, solemn meetings, business meetings, holidays) to the speakers should show respect, keep quiet and order. If there is necessity, allowed to leave the room during the pauses between performances.

3.6. If at the entry door to the building queue formed, students should skip ahead of myself faculty and staff, men - women.

3.7. Everyone entering the building must present in expanded form an identity document, the person in charge or duty assigned to implement appropriate controls.

3.8. Team members on the territory of its the Institute during the movement should occupy the right side. Recommended at a meeting to greet, observing the following sequence: students welcome faculty and staff, men - women, younger age - older. An exception is the handshake - here initiative can only come from the eldest.

3.9. Prohibited from posting material on the Internet that do not conform to national and universal values, or related to the internal problems of the Institute, or use this material for any other purposes.

3.10. Strictly prohibited preparation, storage, distribution of various materials on computers that are not related to the the Institute and movies, illegal religious materials, obscene pictures, advocating national, racial, ethnic or religious hatred.

3.11. Prohibited from committing acts that violate training sessions and work, as well as the tranquility of team members (vnetselevoe use radios, televisions, tape recorders and other sound-amplifying equipment).

3.12. Team members are required to come to the the Institute training sessions and work in a timely manner according to established routines of the day.

3.13. Prohibited the Institute committing any offenses, including strictly prohibited slander, defame, abuse, distribute information, which may cause moral and material damage team members physically abuse, to take up the funds derived from civil circulation (Narcotic Drugs and Psychotropic Substances and etc.), drinking, smoking, disturbing the peace, scandals, gambling and other games of risk.

Section 4. Mutual relations faculty and students in the educational process

4.1. Relationships of teachers and students in the educational process should be based on national traditions, "Master-disciple."

4.2. When the teacher enters the classroom, all students must stand up and greet the teacher should then sit on their seats.

4.3. All prohibited during training sessions to use means of cellular communication.

4.4. Teacher may suspend a student from school, interfering with their inappropriate actions of training sessions, notifying the dean's office of the situation and received his permission to it.

4.5. In cases where a student needs to communicate with the teacher outside of lessons, observe the following Regulations:

- To know that the teacher can engage with you in the following cases: in the classroom, in the consultations, at the time of independent work on the rating control procedures according to the schedule in the time appointed by individual appointment;

- Know exactly position, name and surname of your specific teacher.

4.6. A student can not even insist on a brief conversation, if it:

- Came to the teacher without an appointment;

- Late or did not come to a common or individually assigned consultation.

4.7. In exceptional cases, students may request a replacement teacher. This calls for serious reasons (proven facts rudeness, incompetence, extortion, systematically tearing through the fault of the teacher training, etc.) and the unanimous opinion of the group.

4.8. In individual cases of conflict with the teacher - student may apply to the head of the department for permission to pass the rating control to a special commission. The request must be motivated. These issues are addressed by the dean of faculty representation head of the department.

Section 5. The relations among faculty

5.1. The basic principles that govern all teachers - team unity, mutual respect and attention, friendship, solidarity, justice and fairness in their mutual relations.

5.2. It is strictly forbidden in the relationship between teachers disrespect for human values, humiliation personality appropriating another's intellectual property, rudeness, foul language, quarrel, drawing another moral, material and physical damage.

Section 6. Reciprocal relationship between students

6.1. The basic principles that should guide students in their mutual relations - collective unity, mutual respect and attention, friendship, solidarity, justice and fairness.

6.2. It is strictly forbidden in the relationship between students disrespect for human values, humiliation personality appropriating another's intellectual property, rudeness, foul language, quarrel, drawing another moral, material and physical damage.

Section 7. Ethical responsibilities faculty

- To be an example to students in compliance with the Regulations;

- Not to take actions that are alien to the interests of the Institute;

- In the event of any incident or event unsightly urgently inform the administration;

- Preventing of any events that impose stain on the honor and prestige of the Institute;

- Do not use information at the Institute for damage to its interests and authority or to take advantage of;

- Propagating in the educational process related to ethical behavior of our national traditions, customs and values;


8-Chapter.Obligations of students’standards of conduct.

a) At institute’s territory:

-one should show his ID at the entrance to Institute;

-one shouldn’t  make dirty and should  heave the trash into specially designated bins;

-one should greet professors-teachers on meeting them;

-one shouldn’t walk without a cause at Institute’s territory during the lessons;

-one should treat with care to Institute’s property (movable and immovable property, flora and fauna and etc. );

-one should conform to the rules of dress-code and communication;

-one shouldn’t post up any advertising material without officials’ order;

- one should keep quit atmosphere.

b)  at a lecture room:   

-one should switch off his mobile phone;

-one shouldn’t chat;

-one should be careful with furniture and shouldn’t write on the desks;

-one shouldn’t leave paper or other unnecessary things in the room;

-one shouldn’t eat, or shouldn’t chew the cub.

c)  at public catering:

-one should stay in turn while taking the dish;

-one should treat with respect to professors, women and elderly people in a hold-up(crowd);

-one shouldn’t make noise while eating;

-one should follow the rules of a cafeteria.

d) at Information Resource Center (IRC):

-one should be polite to the staff of IRC;

-one should be careful with the books and furniture;

-one shouldn’t speak loudly and disturb the others;

-one shouldn’t leave paper, the cub or other waste after himself;

-one should follow the procedure of taking or returning a book;

e) at a students’ hostel:

-one should be careful with existing furniture and shouldn’t damage it;

-one should use economically the resources of electric power, natural gas and water;

-one should follow the rules of  sanitation rooms’ usage;

-one should follow the “Regulations” and internal regulations of students’ hostel

f) at a sports hall:

- one should wear sport clothes and shoes;

-one should be careful to any sports equipment;

-one should return back the sports equipment to specially designated place after the lesson;

One should follow the regulations of a sports hall.

g) at Palace of Culture and other cultural activity halls:

-one should be careful to seats and other furniture;

-one shouldn’t whistle, shout or leave the hall before the end of a performance;

-one shouldn’t be in recumbent posture in seats, chat or disturb others;


-one should try to show good behavior and knowledge and also make positive impression on anyone;

- one should realize and always try to achieve perfection, to live with honesty and justice;

-one should try to keep and respect Institute’s interests, its honorable traditions and prestige.

9-Chapter. Prohibited situations in professor-teachers and students’ behavior.

To professors-teachers:

-one shouldn’t abase personality and dignity of staff members or discuss the private life  and family problems of someone;

-one shouldn’t incite, gossip or slander to each other;

-one shouldn’t discuss professional and personal shortcomings with the students;

-one shouldn’t turn out a student for no reason;

-one shouldn’t run commercial  advertising at the lessons;

-one shouldn’t propagate any religion at the lesson;

-one should do his\her hair, shave, be sober and neat at the lessons;

 -it is strictly prohibited to drink and smoke in the buildings.

To a student:

-one shouldn’t say spiteful things (rude words) or speak without cause to a professor-teacher;

-one shouldn’t discuss the marks of other students with a professor-teacher;

-one shouldn’t lie, make unfair actions or disturb a professor-teacher;

-one shouldn’t disrespect personnel or his group mates;

-one shouldn’t ask help from aside to defend his written work or make any changes in his records or control works;

-one shouldn’t  hand in the control work or written work to a teacher which was prepared or written by another student or person;

-one shouldn’t miss the lesson or be late for it;

-one shouldn’t leave from the lesson without a professor-teacher’s permission;

-one shouldn’t intentionally harm other students for their actions;

-it is strictly prohibited to show off one’s material wellbeing.


10-Chapter.The relations of conduct among administration, teachers, professors and other members of staff.

10.1. The relations among administration, professors and teachers are based on respect to each other, intimate friendship, industriousness, patriotism, kindness and justice foundations.

10.2. It is prohibited to prepare the orders which are against the interests of the Institute and justice foundations or to put pressure on administration, professor-teachers or staff while discussing the questions of their labor activity.

10.3. It is recommended to solve the problems between staff members with equal  post level as a matter of routine procedure. It is recommended to solve the problems between mentioned above in their own authority range, without attracting administration’s attention;

10.4. The staff should keep to the system of seniority while addressing to administration with an issue.

10.5 It is important to encourage the ideas and initiatives of teacher –professors and personnel to improve the moral-ethical atmosphere at Institute;

10.6. With a purpose of developing the personnel professionally and intellectually administration of Institute created all conditions, such as: comfortable work-places, modern computers, internet, library’s fund and IT resources and also all conditions for relaxing, and physical training are included.

11-Chapter. Stimulation and taking measures.

11.1. Those members of stuff who conformed to the ‘Regulations’ and served to develop high moral-ethical atmosphere at the Institute are encouraged according to the internal regulations of Institute financially or morally by recommendations of a faculty’s dean, a head of chair and a chief of department;

11.2. In the case, if personnel violate the given “Regulations” towards these members will be taken measures according to the appropriate articles of Labour code.

Moreover, with a purpose of control of personnel’s behavior towards the mentioned above ‘regulations”, such organizations as: Trade Union of Institute, Youth Movement “Kamolot”, Women’s Council, Parents’ Council  take an active part in discussing and taking measures towards these lawbreakers. These organizations can send their decision to the local authority of lawbreakers’recidence.
